On last year’s National Assessment of Educational Progress test, high school seniors nationwide were given an excerpt from a landmark 1954 Supreme Court case that included the passage, “We conclude that in the field of public education, separate but equal has no place, separate educational facilities are inherently unequal.” Then, they were asked what social problem the ruling was intended to correct.
